Artem Tarassov, the first legal millionaire in Russian, is going to lodge an application with the European Court of Human Rights against the Russian Federation in September. The applicant believes that the Central Bank and the Finance Ministry defy laws of this country, pertaining to financial commitments and debts to its citizens.
